On October 16, 2024, the Hong Kong Special Administrative Region Government officially released the Chief Executive’s 2024 Policy Address. In the section regarding digital education policies, Article 113 of the policy address proposes that ”The EDB will establish the Steering Committee on Strategic Development of Digital Education to promote digital education, renew the Junior Secondary Science Curriculum and provide support for teachers in using AI in teaching.“
On August 12, 2024, the United Nations International Youth Day, the UNESCO Hong Kong Association released the ‘Youth Prospect on the Use of Artificial Intelligence and Education’ (the Youth Prospect) drafted by youth representatives participating in the ‘2024 Model UNESCO International Conference’, which was submitted to the Chief Executive’s Office by Professor Karen Cheung, President of the UNESCO Hong Kong Association and Director of the Hong Kong Institute of Education for Sustainable Development.
In her letter, Professor Cheung specifically highlighted Article 18 and Article 24 of the “Youth Prospect”, respectively proposing the establishment of a committee composed of professionals from the education sector and various fields to supervise the use of artificial intelligence in education, and calling for the establishment of an institution called the ‘Education Artificial Intelligence Committee’ under the Education Bureau to provide resources for schools and assist them in applying artificial intelligence in education according to the situation of each school.
The recommendations in “Youth Prospect” have been included in the Chief Executive’s 2024 Policy Address, and corresponds to the priority action areas “Advancing Policy” and “Empowering Youth” of the UNESCO’s 2030 Education for Sustainable Development initiative. The UNESCO Hong Kong Association hopes to continue support young people to propose more insightful and innovative recommendations in policy promotion, and jointly promote sustainable development.
2024年10月16日,香港特別行政區政府《行政長官2024年施政報告》正式發佈。其中針對數字教育政策,施政報告第113條提出「教育局會成立『數字教育策略發展督導委員會』,推動數字教育,亦會更新初中科學科課程,並支援教師使用人工智能教學。」2024年8月12日聯合國國際青年日,香港聯合國教科文組織協會發佈由參與「2024 模擬聯合國教科文組織國際大會」的青年代表攜手起草的「人工智能與教育 – 青年展望」,並經由香港聯合國教科文組織協會會長、香港可持續發展教育學院院長張沁教授提交至行政長官辦公室。
張教授在信函中特別指出及關注青年展望中第18條及第24條分別建議「成立一個由教育界及各界專業人士組成的委員會,以監督人工智能在教育中的使用」以及「呼籲在教育局下設立一個名為『教育人工智慧部門』的機構,為學校提供資源並協助學校因應各校情況在教育中應用人工智能」。
「人工智能與教育 – 青年展望」中的建議獲《行政長官2024年施政報告》採納,響應聯合國教科文組織2030年可持續發展教育的「政策倡議」及「賦能青年」優先行動領域,協會期望繼續支持青年在政策推進中提出更多有建設性的創新建議,共同推動可持續發展。
