The World Federation of Clubs and Associations for UNESCO (WFUCA) and the UNESCO Hong Kong Association (UHKA) are delighted to collaborate on hosting the 4th International Model UNESCO (MUNESCO) Conference under the patronage of UNESCO in Hong Kong on December 13, 2025. This year’s theme, “Ethics of Neurotechnology,” will bring together university students (ages 18–25) from around the world to engage in critical dialogue on one of the most pressing issues at the intersection of science, ethics, and global policy.

Neurotechnology is advancing at an unprecedented pace, integrating deeply with AI systems. These technologies – from brain-computer interfaces to neuro-monitoring tools – carry both promise and peril. UNESCO’s International Bioethics Committee (IBC) and the Draft Recommendation on the Ethics of Neurotechnology (2024) emphasize the need for ethical frameworks to protect brain data, cognitive liberty, and human identity.

As neurotechnology becomes more accessible, youth must be equipped to navigate and influence the governance of these tools. The Fourth International UNESCO Model 2025 will provide a timely platform for international youth engagement on these critical issues.
