The year 2025 marks the 80th anniversary of the United Nations and UNESCO, while the journey of Education for Sustainable Development in Hong Kong, led by the Hong Kong Institute of Education for Sustainable Development (HiESD) and the Hong Kong Association for UNESCO (UHKA), also approaches the 25th anniversary. Amidst challenges to sustainable development across environmental, social, and economic dimensions, the UN has proposed the “UN 2.0” vision at its 80th anniversary. This vision utilises the “Quintet of Change”—data, digitalisation, innovation, foresight, and behavioural science—to reshape the UN system and promote a more forward-looking, adaptable, and influential model of global governance.

This period is also a period of China’s transition from the 14th to the 15th Five-Year Plan. Green finance, carbon neutrality, innovation, and education for sustainable development have evolved from forward-looking visions into core drivers of profound societal transformation. As a vital hub connecting China with the world, Hong Kong is actively formulating its very first five-year plan, and various sectors are accelerating the implementation of concrete pathways and actions to achieve carbon neutrality goals. Facing this deep structural transformation, we recognise more clearly than ever that only by embedding sustainability into every facet of our economy, education, and society can we truly build a resilient, inclusive, and future-orientated development model.

In this biannual report, the UHKA and the HiESD continued our commitment to implement corporate Environmental, Social, and Governance (ESG) initiatives through “Sustainable Development Planning”. Responding to the new landscape of international, national, and regional development, we have further expanded our practices in areas such as policy alignment, talent cultivation, corporate certification, and educational innovation. We firmly believe that the closed loop from planning to action and from commitment to quantification is key to advancing sustainable development from concept to tangible outcomes.

In terms of sustainable development policy and corporate practice, we closely align with the green transition direction of the national 14th Five-Year Plan and proactively connect with the strategic priorities of the upcoming 15th Five-Year Plan. We actively promote the deep integration of green finance, climate action, innovative technology, and sustainable development planning. In 2017, the United Nations Department of Economic and Social Affairs launched the “Partnerships for SDGs” initiative. Hong Kong actively participates in this global effort, having successfully registered and advanced its work under the “Sustainable Development Planning (SDP)” initiative. Over the past two years, we have continued to deepen the application of the “Sustainable Development Planning” methodology. Through the “Certified Sustainable Development Planner (CSDP)” and “Certified Sustainable Development Enterprise (CSDC)” programmes, we have cultivated professionals equipped with systematic thinking and quantitative management skills for industries such as finance, real estate, logistics, and aviation. Concurrently, we established the “ESG and Carbon Neutrality Centre” and launched the “ESDCarbon” electronic carbon account book platform. This assists various organisations in monitoring carbon emissions, conducting data analysis, and planning emission reduction pathways digitally, enabling the systematic practice of sustainable development planning and management in a measurable, verifiable, and continuously optimisable manner.

In the education sector, guided by UNESCO’s “ESD: A Roadmap 2030”, we support schools in establishing “Future Education Innovation Teaching Practice Programmes” across teaching methods, learning environments, and innovative projects, based on the learning objectives of “cognitive”, “socio-emotional”, and “behavioural” domains. In response to the trends of global climate action and digital transformation, we continue to advance initiatives such as the “Connect Net Zero Schools With Innovation”, “Education for Sustainable Development Learning Programme”, “Biodiversity Space-Exposed Seeds Nursery Programme”, and “Model UNESCO Conference”. These efforts cultivate eight key competencies in students, including systems thinking, anticipatory, collaboration, and integrated problem-solving. For teachers, we have developed the “AI Classroom Teaching Analysis Application Platform” and provide training on Education for Sustainable Development, World Heritage, and other topics. This empowers educators to guide students in addressing real-world complex challenges from diverse perspectives within new technological environments.

Looking ahead, Hong Kong will introduce its first five-year plan, while China will begin the 15th Five-Year Plan period. Global competition and collaboration in carbon neutrality and green finance will be fostered. We will continue to leverage Hong Kong’s unique advantages as an international centre for finance, maritime services and so on, deepen collaboration with international and regional partners, and advance the implementation of the Sustainable Development Goals.

We present this report with sincere gratitude to all partners, enterprises, schools, and professionals who have participated in and supported the cause of sustainable development. May we continue to work hand in hand, steadfastly advancing amidst change, responding to the call of our times with action, integrating into and serving China’s overall development, and creating a more sustainable, inclusive, and hopeful future for the next generation.

The Hong Kong Association for UNESCO publishes the United Nations Global Compact Hong Kong Regional Report 2024-2025 The years 2024-25 are a significant milestone for global cooperation, national planning, and local action in Hong Kong.
